AGENDA
Item #1 – FWAC Ground Rules for Meetings
A Port representative provided ground rules and other information to start the meeting. This included the introduction of a rule that limits speakers to two minutes for comments or to ask questions. This is consistent with Port Commission policy for public comment.
Item #2 – Approval of Draft Meeting Notes
There were not enough FWAC members present to approve the March 4, 2026 meeting minutes. It was decided postpone approval of the minutes until the next FWAC meeting. Read the March meeting minutes here.
Item #3 – Quick Announcements and Project Updates
Fisherman's Wharf Forward (FWF) (Patrick Foster, Port Planning & Environment)
Progress continues on the Fisherman’s Wharf Forward project. Work on the new overlook replacing the Smokehouse was slowed down after the discovery of an underground fuel tank. The existing tank had been mostly filled with concrete, so the Port needed to test surrounding soil and close it completely with concrete. The team recently shifted focus to completing the lead abatement of peeling paint alongside the Crab Hall on Al Scoma Way, which will include repainting the building and improving the overall appearance. It is anticipated that the overlook area will be opened by the end of May while finishing the area above the old fuel tank in June.
Construction of the plaza at the former Alioto’s restaurant site remains on track. The team has made a lot of progress under the deck and inside the Grotto building to prepare the café space of the restaurant for a future tenant. The plaza and the tenanted Grotto café space are anticipated to open in summer 2026.
The team held its first public meeting on April 30th for the longer-term phase of the Fisherman’s Wharf Forward Project, which will involve rebuilding the Taylor Street shoreline and replacing the seawall and wharf for seismic and flood resiliency. The public meeting was well attended both online and in person. The project area for this longer term project is the inner lagoon and surrounding area. The team aims to complete concept design for the project in the next eight months, with community meetings throughout the process. For more information about the project, visit the Port’s website. Thoughts and questions can always be sent to fwf@sfport.com.
Fisherman’s Wharf CBD (FWCBD) Update (FWCBD Representatives; Amy Cohen, Port Real Estate)
The FWCBD shared images of newly installed fresh flower baskets in the district. The organization announced that the pop-up fish market will continue through September every Saturday from 8am to 2pm. Starting in May, the market will be selling salmon, which is in season for the first time since 2023.
The FWCBD shared a lookahead of summer events, including Pier Party (afternoon and after dark concerts) every other Saturday from June to September. On June 6, the FWCBD will host an event called Play on the Bay to launch the new Fisherman’s Wharf Entertainment Zone. The event will take place on the west side of Jefferson Street, where participants will be able to buy alcohol at local restaurants and take it to go within the Entertainment Zone. Security and event managers will be present. The event will feature a children’s play area, street performances, and partner pop ups. The FWCBD is hosting a community meeting to inform partners and local businesses about what to expect with the new entertainment zone.
Questions/Comments:
-
Question: Can you clarify what will be happening where with the pier parties?
-
Answer: Every second Saturday will be an afternoon live concert in the Crab Wheel Plaza. This may be augmented with larger activities in a portion of the parking lot. Every fourth Saturday, the FWCBD will host an after dark Pier Party at sunset. This is a larger scale night concert at the Triangle Lot, which will take a similar footprint as the Warmup at the Wharf event hosted in February
-
- Question: Can the FWCBD share more information about the June 6 closure of Jefferson to preserve access for fishermen and Scoma’s guests to Hyde Street and Al Scoma Way?
-
Answer: The Entertainment Zone will span from the west side of Al Scoma Way to Hyde Street. The team is submitting a street closure permit as well, and will work with involved parties to preserve access during the event. Al Scoma Way will still be accessible by vehicle.
-
- Question: What are the times of the salmon market, and when is it moving to the outlook area? Will there be signage about cars and parking for the fish market, particularly to support parking validation and ADA access?
-
Answer: The market will run 8am to 2pm every Saturday through September. The market will move to the Smokehouse overlook as soon as it is open. The FWCBD has an ambassador during each fish market. The FWCBD and the Port will communicate with Scoma’s directly about parking and traffic in advance of each fish market.
-
-
Comment: Please include Scoma’s in the Entertainment Zone planning.
-
Response: The FWCBD will include Scoma’s in communications about Entertainment Zone events.

Pier 47 Substructure Repair (Jane Lee, Port Engineering)
The Port will be conducting repairs on some of the substructure elements at Pier 47 during summer 2026. Pier 47 is an important destination for visitors to Fisherman’s Wharf and commercial fishing boats. Selected elements of the substructure are in need of stabilization to allow for existing operations to continue. Based on condition assessments conducted in 2025, the Port is planning to make substructure repairs to the western portion of the Pier. The projected start of construction is July 2026, and expected duration is 4-6 weeks. The project will involve removing a portion of decking, after which riprap will be craned out so the piles can be repaired. A construction barrier will be placed around the area work. During construction, there will be no parking in this area. Once the project is done, parking will return.
Questions/Comments:
-
Question: Will there be interruption to the anchovy dock?
-
Answer: The crane should have enough reach to reach over the dock, but the project construction sequencing, means and methods have yet to be determined. Port Maritime may need to accommodate relocation of the bait barge to preserve access during construction, and will be present during construction scoping.
-
- Question: Is this project already bid and under review?
-
Answer: It has not yet been advertised.
-
Real Estate Updates (Harold George, Port Real Estate)
A few new tenants are moving unto Jefferson Street. Chasca Rio’s is coming to 340 Jefferson. This will include their neighbor Everett & Jones at 300 Jefferson Street. At 490 Jefferson a company called Dylan Tours will come in. Port Real Estate is actively working to get operations on the bottom floor of the Grotto.
Maritime Updates (Becca Gross, Port Maritime)
Salmon season opened, with lots of boats going out over the last few days. The team is starting to work through the Wharf J11 repair project, which is the road that goes to the Hyde Street Harbor. More information will be provided as it is available. The ice machine at Pier 45 has been having issues. The Co-op is working on addressing these. The Port is working on a long-term replacement of the machine. At a future FWAC meeting, the Port will be bringing the fuel dock reopening to the group.
Questions/Comments:
-
Question: Any updates on public hoist and where will the ice machine replacement go?
-
Answer: The Port is trying to keep the ice machine operational without interruption. The replacement will likely go in the same spot or close to where the current machine is. For the upcoming apron replacement on Pier 45, the Port is looking to bring in some public hoists.
-
Neighborhood Parking Management Update (David Beaupre, Port Planning and Environment)
An update was provided on the Port’s management strategy for non-public parking areas in Fisherman’s Wharf. These areas are typically reserved for berth holders and some commercial tenants. The Port did an inventory of all non-public parking areas by type of space and grouped them into six zones: Hyde Street Harbor, the foot of Leavenworth Street, Al Scoma Way, Wharf J1 Permit Only, Pier 45 Valley, and Pier 45 Area C. Beginning in summer 2026, SFMTA will enforce parking in these areas. To facilitate streamlined enforcement, the Port will be replacing the disparate “no parking” signs in the neighborhood with new, standardized signs that meet SFMTA requirements.
- Hyde Street Harbor will be reserved primarily for berth holders and some for the PD.
- The foot of Leavenworth Street will be used for loading and MTA.
- On Al Scoma Way, parking will be removed to put in a clear path of travel. SFMTA and the Port will be towing parked cars on Al Scoma Way once the Smokehouse overlook opens.
- At the Wharf J1 Permit Only area (near the Chapel on Pier 45), the Port will be reassigning parking spots to berth holders that have lost some parking spots over the year.
- The Pier 45 valley and Area C spaces are mostly used by fish processing tenants. This will stay the same, but the Port will be enforcing ticketing and towing in the no parking areas in the fire lanes of the valley and for people that don’t have adequate permits.
This effort will begin in May 2026 with outreach and notification to tenants, followed by new signage being rolled out, and Al Scoma Way being restriped and resigned. In the fall and winter of 2026 and 2027, the parking areas will continue be restriped and resigned, the Port will continue outreach, and the SFMTA will begin enforcement. Signage and enforcement on Al Scoma Way is being prioritized to ensure a clear path of travel and easy ADA pedestrian access once the Smokehouse overlook opens. The Port is working with tenants to ensure that access is open for Scoma’s and Wharf J9 for deliveries and service.
Questions/Comments:
-
Question: Is the Port interested in partnering with a company that does AI detection for parking enforcement?
-
Answer: The Port is working with SFMTA, but is happy to direct the participant to where there may be opportunities.
-
Fisherman’s Wharf Revitalized Project Update (Seth Hamalian, Mission Bay Development Group)
The team is still busy at work reconfiguring the program on Pier 45. The team has done a round of engagement with the fishing community and the tenants at Pier 45. They are now working through that feedback. The team is committed to not getting in the way of the fishing industry’s success and ongoing vibrancy. Revised designs will be presented to the fishing community in several weeks. After hearing from that stakeholder group and addressing concerns, the team will bring back a larger design update to the wider public.
An update was provided that the Phase 0 portion of the project, which would be between Mason Street and the Sky Star in the Triangle Lot, is still planned but the timing and content have changed in order to support the new plaza opening on Taylor Street and activations that the FWCBD will be hosting over the summer. Further updates on Phase 0 activities and timing will be brought back to the public in the fall.
Questions/Comments:
-
Question: Any plans to have a permanent fish market instead of a pop up, similar to San Diego’s?
-
Answer: Yes, one of the components of the Pier 45 design is a full-time, seven-day-a-week fish market run in collaboration with the fishers, wholesalers, and processors. However, hosting a year-round market would mean highlighting fish that is not always fresh catch, due to the timing and regulations of local fishing seasons. This is one of the topics that is being worked out with the fishing community.

Item #4 – SFPUC Sansome and Brannan Outfall Improvements (Vince Mazzaferro, Ming Yee, SFPUC)
Vince Mazzaferro, SFPUC Communications, and Ming Yee, SFPUC Project Manager, presented on Sansome and Brannan street outfall projects. SFPUC manages San Francisco’s water, power, and sewer systems. The City of San Francisco has one of the only combined sewer systems on the west coast. In a combined sewer system, both sewage and stormwater are collected and treated in the same network of pipes and treatment facilities. During intense storms, the combined sewer system can reach capacity. It is designed to discharge partially treated wastewater through outfall structures around the city into the bay and ocean. Two outfalls, at Sansome Street and Brannan Street, are in need of rehabilitation due to age and exposure to the marine environment. These two projects are part of a broader effort by SFPUC to rehabilitate outfalls.
The Sansome outfall is at the intersection of Sansome and the Embarcadero, across from Pier 27. Rehabilitation work includes installing new electrical conduits, demolishing existing butterfly valves, and installing bending weirs. Construction is anticipated to take place between May and fall 2026 dry weather period, with work occurring nightly from 7pm to 7am excluding Friday and Saturday nights, and limited daytime work Monday through Friday, 7am to 5pm. During night work, the northbound Embarcadero will be limited to one lane of traffic and one bike lane. During day work, the northbound lanes and southbound lanes will also be limited to one lane of traffic and one bike lane at the project site. Daytime work will only last for a few weeks. All work sites will be closed during special events and no daytime work will be done during cruise ship call days. All local businesses will maintain driveway access and delivery coordination.
The Brannan Street project is further south from Fisherman’s Wharf, but will impact Embarcadero travel. The project has a similar scope to the Sansome Street improvements, and an additional construction of a new baffle wall. Construction will take place between April and fall 2026 dry weather period. Work will take place between 7am and 4pm, Monday to Friday, with some weekend work anticipated between 7am and 3pm. During construction, the northbound lanes will be restricted to wone lane of traffic and one bike lane, and will involve work in the southbound right turn lane. No work will take place during special events. No work will occur two hours before or after events at Oracle Park and the Chase Center. Existing driveway access and deliveries will be coordinated.
For more information about these projects, visit SFPUC’s website.
Item #5 – Agenda Setting for Future Meetings
An announcement was made that the National Association of the Deaf is holding its 58th biannual conference in San Francisco between the week of June 30th and July 4th. Community members should anticipate a large population of people with hearing impairments visiting the Bay Area.
It was noted that meeting presentations will be posted on FWAC website along with contacts in case questions come up later. The next meeting of the FWAC is scheduled for July 1, 2026. Future agenda items include an update on Fisherman’s Wharf Forward. The meeting adjourned at 10:04.
