Pre-construction, Engineering, and Design Services for the Waterfront Resilience Program

RPF Overview

The Port of San Francisco is preparing to advertise a Request for Proposals (RFP), issued by San Francisco Public Works (SFPW) on behalf of the Port, seeking qualified firms to provide professional engineering and design services to support the continued development and implementation of the Port’s Waterfront Resilience Program.

The RFP will cover two contracts - one for the Northern Waterfront plan area and one for the Southern Waterfront plan area. Services will include advancing the program’s vision and framework, preparing conceptual engineering and design documents, and completing detailed engineering and design documents for project construction of individual projects. Work may also include design support services during bidding and construction.  Features are expected to include coastal flood defenses including seawalls, levees, and nature-based features, marine infrastructure and facilities, transportation and utility systems, stormwater and groundwater management systems, historic and non-historic building adaptation, public open spaces, and other related infrastructure along the highly active urban shoreline.

Firms may submit proposals as individual firms or as joint ventures. Respondents must demonstrate relevant expertise and extensive experience in Waterfront Resilience Plan development, engineering, and design services as described in the forthcoming RFP. A single firm or joint venture may be awarded one or both contracts; however, firms must demonstrate sufficient capacity to perform both contracts concurrently if awarded.

The LBE subcontracting participation requirement for this upcoming contract is 15%, of which 13% must be met with any combination of Micro and Small LBEs and 2% which may be met with any combination of Micro, Small, and SRA LBEs.

Projected RFP Schedule

  • Projected Advertisement: Early September 2026
  • Submittal Due Date: Early to Mid October 2026
  • Oral Interviews (shortlist only): Late October or early November 2026
  • Final ranking & intent to award: Mid-November 2026
  • Port Commission award: December 2026
  • SF BOS approval: January 2027
  • Notice to proceed: Early February 2027
