    Item #1 – FWAC Ground Rules for Meetings 

    A Port representative provided ground rules and other information to start the meeting. This included the introduction of a rule that limits speakers to two minutes for comments or to ask questions. This is consistent with Port Commission policy for public comment. 

     

    Item #2 – Approval of Draft Meeting Notes 

    The January 7, 2026 meeting minutes were approved by the FWAC without comment. Read the January meeting minutes here. 

     

    Item #3 – Quick Announcements and Project Updates 

    General Announcement on FWAC Staffing and Upcoming Meetings 

    Ming Yeung, from the Port Planning and Environment department, will be on maternity leave until September. In her absence, Harold George (Port Real Estate) will be running the FWAC meetings along with the co-chairs. Two Port planners will also support meeting administration. 

    Fisherman's Wharf Forward (FWF) (Ming Yeung and Chris Horiuchi, FWF Port Project Team) 

    Progress continues on the Fisherman’s Wharf Forward project. All in-water work for the Smokehouse demolition was completed in November 2025. The new deck for the overlook was completed in January 2026. The construction team is now installing utilities and finishing site work, and it is expected that the deck will be open to the public in April. 

    Demolition of the former Alioto’s restaurant was completed in early February 2026. The building and all finishes were removed, leaving only concrete slab. The slab deck has been cleaned, and construction of the new plaza began in early March 2026. Plaza construction will be completed under a separate contract, with target completion in summer 2026. 

    The project team will present a recognition and commemoration policy to the Port Commission on March 10 that establishes a procedure for naming various Port plazas and parks. The recognition and commemoration policy will be used to formally name the Taylor Street plaza. Other near-term efforts for the plaza, including lighting, an interactive railing, and a signage refresh project called Harbor Walk, are expected to be completed along with the plaza in Summer 2026.  

    An update was provided that the longer-term Taylor Street project is underway, with concept design and community outreach to take place in 2026. The first public meeting for this stage of the project will take place in mid-April 2026.  

    Pier 45 West Apron Repair (Jane Lee, Port Engineering) 

    Pier 45 is the primary commercial fish processing facility in Fisherman’s Wharf. The west apron substructure and deck surface are in poor condition and in need of rehabilitation. Based on condition assessments in 2024, the Port is exploring a phased update of the entirety of the west apron, including the substructures and utilities underlying sheds B and D. Further updates on this project will be provided as they become available. 

    Fisherman’s Wharf CBD (FWCBD) Update (FWCBD Representatives; Amy Cohen, Port Real Estate) 

    The FWCBD announced that the weekly pop-up fish market, which began in January 2026, has been very successful. The market is located at Al Scoma Way and operates in conjunction with off-the-boat crab sales, doing cooking and cleaning. The market has averaged 77 customers a week, with a high of 117 customers. The FWCBD hopes that these trends will continue as the fishing season transitions from crab to salmon.  

    The FWCBD’s Entertainment Zone has been approved. The zone, a City of San Francisco designation which allows open air alcohol consumption, is located between Polk and Powell streets and Beach Street to the Little Embarcadero. The FWCBD aims to launch the first event in the new zone in May with an annual chowder competition.  

    An update was provided that the FWCBD’s Superbowl event, “Warm up at the Wharf” attracted approximately 155,000 visitors to the district. The FWCBD surveyed approximately 200 attendees on site about visitor identity and preferences. The survey found that most visitors to the event were from the Bay Area and were interested in food and music events.   

    Real Estate Updates (Harold George, Port Real Estate) 

    Pompeii’s Grotto has a new occupant, a restaurant called Chasca Rio’s, anticipated to open by the end of 2026. Next door, Everett & Jones has put their sign up and is anticipated to open in summer 2026. A lease for a tour business at 490 Jefferson St got approval from the Port Commission and is now waiting for Board of Supervisor approval. The Port is working with Maven Real Estate to lease the café space of Fisherman’s Grotto and is close to choosing a tenant. 

    Maritime Updates (Becca Gross, Port Maritime) 

    An update was provided that the commercial ice machine at Pier 45 Shed D will be demolished and replaced in kind by the Port engineering department. There is a long lead for materials acquisition, beginning in summer 2026, so installation of the new ice machine is anticipated in late 2026 or early 2027, pending a permitting and contracting process. Further updates will be provided as the project progresses. The Hyde Street fuel dock will be permitted during the second half of 2026, and is anticipated to return to service in the first half of 2027. It is undecided whether the reopening will involve a reconfiguration of docks. The parking lot behind Capurro’s has been remediated and is open again.  

     

    Item #4 – PG&E Beach Street Remediation Project Update 

    Kathryn Purcell (Port Planning and Environment) and Luke Vernagallo (PG&E) presented to the FWAC for the fourth time on the status of environmental remediation of PG&E’s former Beach Street gas plant. The project began with a series of Port-led studies in 2017-2021, leading to a remediation plan that was adopted by the State Water Board. The plan involves dredging and capping the area surrounding the old gas plant, called “offshore remedial areas.” In 2025, remediation for offshore remedial areas A and B, spanning Pier 43 ½ to Pier 43, was completed per approved remedial plans and permits. The work involved relocating the USS Pampanito and the Red and White Fleet. During the 2025 in water window (June-November), the areas were dredged to remove impacted sediment and capped with sand and rock. All dredged material was transported by barge to PG&E handling facility at Montezuma. During remediation, PG&E had a staffed community engagement kiosk and updated stakeholders through regular emails. All marine work and monitoring equipment and turbidity curtains were removed by November.  

    There has been a bit of delay returning original tenants to their locations/berthing arrangements. Red and White is scheduled to return in April 2026 pending one final permit approval, which the Port is helping with. The Maritime Museum is working with the Pampanito team to get that boat back immediately following Red and White. 

    In phase 2, Area C (Pier 41 ½) will be remediated following the same process as Areas A and B. The Blue and Gold fleet will be moved to the Pier 39 West Marina in May 2026, allowing PG&E to put up monitoring equipment in the area. Work will begin during the in water window, and will involve a contractor operating on site from Monday to Friday, 5AM to 5PM, with some Saturday work and a contingency for night work if there are delays. Stakeholders will be informed about what types of equipment and activity to expect, and PG&E will once again have project signage and an information kiosk on site. Remediation work will comply with local, state, and federal project permits. It is anticipated that the Blue and Gold Fleet will return to their site in March-June 2027.

    It was noted that meeting presentations will be posted on FWAC website along with contacts in case questions come up later. The next meeting of the FWAC is scheduled for May 6, 2026. Agenda items include an update on Fisherman’s Wharf Forward, including a report out on the first community meeting for that project. There will also likely be an update on the Pier 45 ice machine. The meeting adjourned at 9:48.
