Toni Autry

Toni Autry is the Social Responsibility Manager for the Port of San Francisco, where she provides strategic direction for the Port’s Equity Program and implementation of its Racial Equity Action Plan (REAP). Serving as the Port’s strategy lead for equity, she advises senior leadership and partners across divisions to integrate equity and institutional accountability into the Port’s strategic priorities, workforce systems, and waterfront community investments. Her work strengthens organizational culture, advances data-informed decision-making, and ensures policies and programs expand equitable access and opportunity.

With nearly two decades of public service in San Francisco, equity has been the throughline of Toni’s career. Prior to joining the Port, she served at the Mayor’s Office of Housing & Community Development, where she oversaw housing stabilization, workforce development, and community development investments in Bayview–Hunters Point and led policy implementation for HUD’s Rental Assistance Demonstration program. Earlier, she spent eight years at the San Francisco Housing Authority supporting major housing transformation initiatives, including HOPE SF - the nation’s first large-scale public-private partnership to rebuild distressed public housing without displacement, recognized for centering racial equity and resident leadership in community development.

A San Francisco native, Toni holds a Master of Public Administration from San Francisco State University and a Bachelor of Science in Community and Regional Development from the University of California, Davis.
