Dominic Moreno

Dominic Moreno is a seasoned maritime operations and logistics professional with more than two decades of leadership across port operations, public service, and the U.S. Coast Guard. He previously served as Assistant Deputy Director of Maritime for the Port of San Francisco, where he oversees a diverse and complex portfolio including: cruise and cargo operations, commercial fishing and recreational harbor operations, and port facility security. Prior to his tenure at the Port of San Francisco, Dominic managed small-craft waterfront operations for multiple regional municipalities, bringing hands-on expertise in harbor oversight and vessel management. His career also includes non-profit management and county public health emergency preparedness and response. Dominic began his professional journey as a U.S. Coast Guard Commissioned Officer, serving a decade in critical national security, international inter-agency collaboration, and maritime safety and response roles. He holds a Master of Arts in Counseling Psychology from John F. Kennedy University, a Bachelor of Arts in Sociology from the University of California, Santa Cruz, and a USCG 100-ton Near Coastal Master's License. With a career that bridges military, municipal, nonprofit, and port leadership, Dominic is a connector recognized for his deep expertise in maritime operations, logistics, and emergency management.
